PAST WORK IN INFRASTRUCTURE PRIVATIZATION

Past work in Infrastructure Privatization completed from 1995 - 2020 under Sierra West Consulting, our predecessor company.  Most of the work was large-scale utility projects undertaken under the World Bank, Asian Development Bank, and local governments. 

In 2020, Sierra West changed its name and evolved into the Maylan Group of Companies to fund and undertake its own international infrastructure projects.  

•    Bangkok Metropolitan Region Wastewater Management Action Plan, Thailand, Asian Development Bank

Development of cost recovery and financing strategies for a proposed 30-year $5.3 billion program for the implementation of wastewater systems in the Bangkok Metropolitan Region.  This included: (i) evaluation of various private and public ownership structures to be implemented by the newly established Wastewater Management Authority; (ii) estimation of tariff requirements required under each ownership model; and, (iii) recommendations for billing and collections.

•    Samut Prakarn Wastewater Management Cost Recovery Project – Institutional Component, Thailand, Danish Cooperation for Environment and Development 

Assistance to the Government of Thailand in the detailed design of a special purpose Autonomous Public Organization (APO) to assume ownership over the Samut Prakarn Wastewater Management Project.  The APO will then contract out operations and maintenance and tariff billing and collection to the private sector. 

•    Samut Prakarn Wastewater Management Project Institutional Study, Thailand, Public-Private Infrastructure Advisory Facility & Asian Development Bank

Development of institutional and private sector participation structures for $660 million wastewater management facility serving the industrialized province of Samut Prakarn, immediately south of Bangkok.  Under the study, a plan was developed for the transfer of all system assets to a special purpose Autonomous Public Organization (APO).  The APO will then contract out all operating functions to the private sector through two main management contracts.

•    Solid Waste Management Action Plan, Thailand, Asian Development Bank

Preparation of appropriate cost recovery and financing strategies for a proposed $150 million program for improved municipal solid waste collection and disposal systems in high priority areas of Thailand.  A major focus of this work was the development of public/private partnership structures for the implementation of the sanitary landfill components.

•    Privatization Strategy for Thailand’s Wastewater Management Sector, Asian Development Bank

Two-year technical assistance (TA) to the Government of Thailand for the development and application of appropriate privatization, financing and cost recovery strategies and mechanisms for the municipal wastewater management sector.  A major objective of the TA was to assess the potential for private sector participation in the sector and to design a strategy that will maximize the impact of such participation.  The TA also established mechanisms for the development of wastewater tariffs and demonstrated the application of these mechanisms by preparing tariffs for selected systems throughout Thailand.

•    Privatization of Solid Waste Management Systems in the Bangkok Metropolitan Region, Thailand, Asian Development Bank

Support to Government of Thailand in implementing its privatization program for solid waste management services.  This assistance focused on the development of a financing strategy and associated project structure for public/private partnerships to provide solid waste management services to the Bangkok Metropolitan Region.   

•    Implementing Waterworks Privatization, Thailand, Asian Development Bank

Assistance to Thailand’s Provincial Waterworks Authority in the implementation of its privatization program including a review and evaluation of proposals by private investors to undertake water supply projects on a Build-Own-Operate-Transfer (BOOT) basis.
